Last Thursday, October 31, 2024, a new Municipal Urban Planning and Architectural Commission (MKUA) was established in Krakow. Its composition has changed significantly compared to the previous one. The commission’s competences have been expanded to include the possibility of formulating opinions on the city development strategy, general plan, applications for determining the location of housing investments submitted in the so-called lex developer mode, applications regarding ZPI and expressing a position on selected draft decisions on development conditions. As the city authorities assure, the new MKUA is to implement, among others, the postulates of the Pact for Space.
The order of the Mayor of the City provides that the work of the commission will be managed by chairmen and three vice-chairmen appointed for one-year terms. Marek Kaszyński was appointed chairman of the commission, and the following were elected vice-chairmen: Bartłomiej Kisielewski, Magdalena Kozień-Woźniak and Romuald Loegler.
Marek Kaszyński – chairman of the Municipal Urban Planning and Architectural Commission. Architect of IARP and SARP. Since 2016, representative of the Main Board of SARP for statutory and regulatory matters. In 2012–2019 treasurer of the Branch, and in 2019–2023 president of the Kraków branch of SARP. Bartłomiej Kisielewski – vice-chairman of the committee. An architect who has been dealing with city space for years. Co-author of the “Pact for Space”. Lecturer at the Faculty of Architecture and Fine Arts of the UAFM. Member of the Advisory Board of the PLGBC Polish Green Building Council. In 1996–1997 and 2002–2009, he worked in Berlin. Since 2009, he has co-run the architectural studio Horizone Studio, specializing in the design of technologically advanced office, residential and public buildings, focusing on, among others, the issues of green construction and modern urban space
Magdalena Kozień-Woźniak – vice-chairman of the committee. Architect, professor, PhD, working on a daily basis at the Faculty of Architecture of the Cracow University of Technology, Dean of the Faculty of Architecture of the Cracow University of Technology. Winner of many architectural awards. Co-owner of the Kozień Architekci design studio. Co-author of the “Pact for Space”. Member of the Committee on Architecture and Urban Planning of the Polish Academy of Sciences. Member of the Association of Polish Architects, as well as the Board of SARP Competition Judges and judge in architectural competitions. In 2019, she was awarded the SARP Gold Badge
Romuald Loegler – vice-chairman of the committee. Architect, professionally active as a designer and teacher, founder of the monthly “Architektura & Biznes” and lecturer at universities including the Białystok University of Technology, A. F. Modrzewski University, Lublin University of Technology. Member of the Saxon Academy of Art (Sächsische Akademie der Künste). He works on the jury of national and international competitions, and is a laureate of many national and international competitions, including for many prestigious public buildings, such as the Jagiellonian Library, the Philharmonic in Łódź, the Opera in Kraków, and the Nordbahnhof in Berlin. His projects also include teaching facilities for universities, secondary schools, banks, churches, service facilities, and residential complexes. He has published many times in national and international magazines and book publications.
